It took me two reads of the passage to realize that it was a slip-up; the eye expects "perpetrator" in such a sentence, and I only reacted a second later to what I had actually seen. God bless the Queen...

Yes, my first thought was that the reporter made an error, a slip of the mind, and the editors didn’t catch it. However, on second thought the Brits DO BLAME THE VICTIM and NOT THE CRIMINAL! We have a similar problem here in the states.
All perpetrated by the political Left and their henchmen, the Press! This is just the beginning of Fascism. It WILL get much worse!
